The Netherlands Gambling Authority has warned bet365 they face fines or even a revocation of their license if they do not implement satisfactory ability-to-pay tests and intervention measures.

The Kansspelautoriteit issued the binding instruction to Hillside New Media Malta Plc after finding failures in the company’s duty of care toward players in the Dutch market.

The instruction, issued on 13 November 2025, follows an audit that found Hillside had not adequately responded to signals indicating that some players may no longer be able to bear the financial consequences of their gambling. Hillside operates in the Netherlands under the bet365 brand.

According to the gambling regulator, Hillside relied on player income questionnaires to assess affordability and miscalculated net deposit limits, allowing customers to deposit more than their financial situation would reasonably permit. The authority had already warned operators in early 2025 that questionnaires were insufficient for affordability checks.

Hillside has been given four weeks to implement proper ability-to-pay tests and intervention measures. Failure to comply could result in fines or, in extreme cases, licence revocation. Hillside has lodged an objection against the instruction.

The Netherlands runs a tightly regulated gambling industry, with bet365 one of the bigger brands that operates in this European market. They offer casino games and sports betting, among other real money gambling pursuits.
