Successful bidders will need to pass all regulatory requirements and agree to only service players who are 18 years or older.

Gambling sites in New Zealand, under the proposed legalisation model, will not be able to offer sports betting or other gambling products alongside casino, which puts them at odds with many other regulated gambling markets. Gambling laws in New Zealand largely fall under the Gambling Act 2003, with this piece of legislation largely written for a time pre-internet, which means when it comes other online wagering, it has very little impact. Star Entertainment, which run several casinos in New Zealand, is on record backing the proposed changes to gambling laws, saying the proliferation of money leaving the country to foreign entities had zero societal benefits.

“SkyCity has long supported regulating online play to minimise harm and protect Kiwis,” Star Entertainment CEO Jason Walbridge said. “Limiting advertising and the number of operators in New Zealand is a good way of doing this. 

“Currently there is a lot of money going offshore that should be staying in New Zealand as tax and community benefits. We hope this will be a key part of any future framework.”

Prior to the 2023 New Zealand Election, when the Labour government was thrown out in favour of the National Party, the major parties clashed over ofshore gambling, with Luxon believing up to $179million each year was being left on the table in tax revenue, which could be being collected from offshore operators.

While the lack of regulation surrounding offshore online casinos is undoubtedly losing New Zealand revenue, the Labour pointed to the fact they have charged GST at a rate of 15% on services and intangibles supplied by gambling sites since October 2016. With the soft regulation of many gambling sites targeting New Zealand, including many from Curacao, this GST is not often paid according to our sources at gambling sites.
