Jamaica set to regulate casino gambling

Jamaica is moving closer to the introduction of regulated casino gaming after the House of Representatives approved the Casino Gaming (General) Regulations, 2025, a framework designed to operationalise the Casino Gaming Act enacted in 2010.

The newly approved regulations establish the core rules governing the Casino Gaming Commission’s administrative processes, licensee obligations, record-keeping and reporting requirements, regulatory fees, as well as inspection and enforcement powers. The measures are intended to ensure the sector operates in an orderly and transparent manner, while strengthening oversight of operators.

During debate on the regulations, Prime Minister Dr Andrew Holness told lawmakers and the public that robust safeguards are embedded within the framework.

“Like every other regulated industry, there is a regulator for casinos,” Dr Holness said.

“There is the Jamaica Casino Gaming Act and there is the Casino Gaming Commission. Any casino that will operate in Jamaica will operate under licence. The casino operator has a clear responsibility to minimise gambling-related harm,” Dr. Holness stated.

He emphasised that gambling operators in Jamaica will be required to implement strict controls, including responsible advertising standards and systems to protect vulnerable groups.

“These include systems to prevent underage persons and other vulnerable individuals from participating in casino gaming or sports betting, loitering in gaming areas, and accessing online, mobile, or in-room gambling opportunities,” he said.

Dr. Holness also underscored that the Government’s strategy centres on integrated resort developments rather than stand-alone casinos.

“It is not the intention of the Government to make Jamaica a casino gambling destination,” he said.

Minister of Finance Fayval Williams said the regulations complete the legal framework needed to process licence applications, with the first casino expected to open within the Princess Resort IRD under modern regulatory conditions.

Various sports betting sites accept players from Jamaica, despite not being licensed in the country, with this new legislation requiring further amendments to stamp this out.
