Report links illegal World Cup streams to offshore gambling

Nearly all illegal streams of the 2026 FIFA World Cup carried advertising for unregulated gambling operators, according to new research that paints sports piracy as a major customer acquisition channel for the offshore betting market.  

Gaming Compliance International (GCI) said its analysis found 95% of qualifying illegal World Cup stream views featured advertisements for unregulated gambling websites, with an estimated 174.3 billion illegal stream views of at least 90 seconds recorded across the tournament. The Spain versus Argentina final alone generated an estimated 6.2 billion qualifying illegal stream views, according to the report.  

GCI said its figures measure stream views rather than unique viewers and account for interrupted streams, page reloads and users switching between mirror sites.

The company argued illegal streaming has evolved beyond copyright infringement into an ecosystem that monetises audiences through affiliate partnerships with offshore betting operators.

Chief executive Matt Holt said illegal streaming was “an industrial-scale part” of the sports marketplace rather than a marginal issue.

“When 95% of qualifying illegal stream views carry advertising for unregulated gambling, illegal streaming is not simply stealing content. It is providing one of the world’s largest sporting audiences as an acquisition channel for the unregulated gambling economy,” Holt said.  

GCI also warned that illegal streaming sites frequently expose users to malware, spyware and phishing attacks through deceptive advertisements and fake video controls. The findings follow a broader crackdown on sports piracy during the World Cup, with authorities in the United States seizing more than 1,000 domains accused of illegally streaming tournament matches.  

Although the estimates are GCI’s own, the company is a well-known regulatory technology provider whose compliance and market intelligence services are used by governments and gaming regulators, including work with the Ohio Casino Control Commission and Montana Department of Justice.
