The Act defines a “horse race” and allows the Board to authorise racecourses by notice in the Gazette; it also requires licensing and control of gambling machines. 

The minimum gambling age is 18+ and there are numerous safeguards put in place to protect vulnerable gamblers, including giving regulators the ability to suspend or revoke licenses and restrict broadcasting of games results without permission. 

In August 2025, the GCG introduced mandatory biometric (Ghana Card) verification—face or fingerprint—before bets and withdrawals to combat fraud and under-age play. These biometric KYC practices add another level of protection to the existing measures. 

History of gambling in Ghana
