Virginia have opted out of legalising igaming in 2026

Legislation to legalise online casino gambling in Virginia has failed to advance after lawmakers declined to take up a final vote before the state’s legislative session concluded over the weekend.

The proposal, which would have authorised online casino-style gambling — commonly known as iGaming — quietly died in conference committee after the Virginia House of Delegates and Senate were unable to reconcile differences between their respective versions of the bill.

Although both chambers had previously approved separate measures and convened a bicameral conference committee to negotiate a compromise, the full chambers never voted on a final version before the session ended Saturday afternoon.

With the legislative process now closed, the bill has no remaining path forward in 2026, effectively halting efforts to introduce legal online slots and table games in the commonwealth this year.

The National Association Against iGaming (NAAiG) welcomed the outcome, thanking lawmakers and the administration for declining to expand gambling into digital formats.

NAAiG spokesman Oliver Barie said the decision prevented casino-style gambling from being accessible on phones and other smart devices around the clock.

“We commend the legislators and members of the administration who carefully examined the consequences of this proposal,” he said.

“Their decision reflects a thoughtful approach to gaming policy and a commitment to protecting communities, workers, and families.”

Supporters of the group argue that expanding iGaming could increase risks related to addiction, financial hardship and broader community impacts. According to polling cited by NAAiG, a majority of Virginia voters oppose legalising online gambling, with concerns spanning family welfare, financial harm and potential impacts on land-based casinos and local employment.

Opposition to the proposal was also described as bipartisan, with surveys suggesting many voters would be less likely to support political candidates who back online casino expansion.

Throughout the legislative session, NAAiG said it worked with community organisations, policymakers and industry stakeholders to highlight potential economic and social consequences associated with iGaming.

For now, Virginia’s regulated gambling market will continue to focus on existing offerings, including land-based casinos, sports betting and other authorised gaming activities, while the debate over online casino gambling is expected to resurface in future legislative sessions.

NAAiG not really looking out for Virginians

While NAAiG says all the right things about responsible gambling and the consequences of rolling out a regulated industry in Virginia, the reality is people are already taking part in the illegal industry.

Is it better to regulate and have more opportunities to catch problem gamblers before they spiral out of control? via things like AI monitoring of deposits and unusual betting patterns?

Or is it more palatable to allow the offshore industry to flourish, while ignoring those struggling with addiction inside Virginia?

For us, it’s a no-brainer to regulate online casinos in Virginia and put the safeguards in place to keep residents safe, rather than allowing them to enter the wild west of offshore online gambling.
