Finland has moved to tighten player protection measures ahead of its landmark gambling market liberalisation, with draft regulations proposing an autoplay ban on online slots, strict stake caps and new loss limits across both digital and land-based products.

The draft measures, published by Finland’s Ministry of the Interior under the country’s new Gambling Act, are open for consultation until August 5, 2026 and are set to form a key part of the country’s transition away from its long-standing monopoly model before the regulated market opens on July 1, 2027.

The proposals outline some of Europe’s stricter gambling controls, targeting online slots, betting products and retail gambling venues as Finland prepares to launch a partially liberalised licensing regime.

Among the most significant changes is a proposed ban on autoplay for online slot-style games, meaning players would need to manually initiate every spin. Gambling sites would also be required to ensure each round lasts at least 2.5 seconds, while fast-spin functionality and animation skipping would be prohibited.

Finnish regulators said the measures are designed to slow gameplay and reduce the risk of harmful gambling behaviour by requiring active player engagement with each wager.

The draft rules also introduce mandatory gameplay reminders. Online gambling platforms and physical slot machines would need to display notifications every 15 minutes showing how long a player has been gambling, prompting them to either continue or log out.

Return-to-player (RTP) controls have also been proposed across multiple gambling verticals. Under the draft, slot machines and casino table games would be required to operate within RTP ranges of 70% to 99.9%.

Daily-draw betting products would be limited to RTP ranges between 50% and 70%, while online betting products would need to sit between 55% and 80%.

New stake caps for online slots are also planned, with players aged under 25 restricted to a maximum €10 per spin. Players aged 25 and over would face a €20 per-spin cap.

Land-based gambling products would face separate financial restrictions. Physical slot machines would be subject to a daily loss limit of €500, a monthly cap of €2,000 and an annual loss ceiling of €24,000.

The draft regulations also propose a significant reduction in Finland’s retail slot footprint. The maximum number of slot machines permitted in retail locations such as supermarkets and kiosks would be reduced to 10,000, down sharply from the current 18,600.

Dedicated gaming halls would be allowed to operate up to 2,000 machines in total, while Finland’s sole licensed casino in Helsinki would be capped at 400 slot machines. The number of gaming halls nationwide would be limited to 60, with no more than 100 table games allowed per hall.

The secondary regulations are being closely watched by operators preparing for Finland’s new licensing market, with many key compliance requirements intentionally left to decree-level legislation following the passage of Gambling Act 10/2026.

In December 2025, Finland’s parliament voted overwhelmingly to approve gambling reform legislation, formally ending decades of monopoly control and paving the way for a competitive licensing system covering sports betting, online casino, online bingo and online slots.

Under the new framework, B2C licence applications opened on March 1, 2026, with licensed operators permitted to launch in the Finnish market from July 1, 2027. A separate B2B licensing regime will follow from July 2028.

The re-regulated market has drawn significant operator interest, with industry estimates suggesting up to 50 licence applications have already been submitted.
