Cambodia forces 24 casinos to shut online gambling operations

Cambodia has forced 24 casinos to stop offering online gambling as the government steps up enforcement of its nationwide prohibition on internet betting.

The Cambodian government confirmed that all 24 properties had ended their online operations following a September 30 deadline.

Twelve are located in Preah Sihanouk province, seven in Banteay Meanchey and five in Svay Rieng, with authorities saying equipment used to provide the services has also been dismantled and removed.

The operations weren’t limited to online casino games. According to Cambodia’s Ad Hoc Commission for Combating Online Scams, the activities shut down included live-streamed gambling, online football betting, online lotteries and online bird-fighting betting.

The government has now made its position explicit: online gambling and betting is prohibited both inside and outside Cambodian casino properties.

Authorities warned that inspections will continue and any operator found breaching the prohibition will face legal action “without exception or leniency”.  

That makes the latest announcement considerably more significant than another statement of policy, with officials confirming that the online operations have ceased, after inspecting the venues.

Cambodia prohibited online gambling several years ago, but the casino sector has remained under scrutiny over digital gambling and links between some properties and online scam operations.

That scrutiny has intensified substantially during 2026, with the government saying more than 600 locations suspected of involvement in online scams being shut down.

Casino licences are increasingly being caught up in that enforcement.

As of September, Cambodia had revoked the licences of 18 casinos linked to online scam activities and suspended another nine while investigations continued.  

The revoked properties include KHM Paradise Tower Casino & Hotel, Eagle King Casino, Orchid Hotel & Rich Casino, Shang Hai Resort, Golden Galaxy Casino, Roxy Hotel & Casino and several Jin Bei properties.

Authorities aren’t limiting enforcement to licence cancellation.

Cambodia’s Financial Intelligence Unit, prosecutors, courts, police and gambling regulator are cooperating on measures that can include freezing, seizing and confiscating assets belonging to casino owners or shareholders found to be involved in technology-related scam offences.  

The latest action doesn’t mean Cambodia is shutting its legal land-based casino industry. Instead, the government is drawing a much harder line between authorised land-based casino gambling and online gambling, which remains prohibited.
