Curacao regulator shuts down online portal

The Curaçao Gaming Authority has announced it will permanently discontinue its online gambling licensing portal following a security breach, forcing the regulator to introduce alternative arrangements for processing licences and compliance submissions.

The decision was confirmed on October 7 after the authority investigated unauthorised access to the system used to administer Curaçao’s online gambling industry.

The regulator said the existing portal would not be restored and that the service arrangements supporting the platform would also be terminated.

Instead, the authority is preparing to introduce a replacement regulatory system.

The announcement creates uncertainty for gambling operators and suppliers using Curaçao’s licensing framework, although the regulator has stressed that existing gambling licences remain valid.

The CGA said licensing, compliance and supervisory activities would continue through alternative arrangements while an interim system is implemented.

Further information about those arrangements was expected by October 9.  

Gambling licence verification affected

The disruption also affects the digital seals used by gambling operators to demonstrate that their websites hold valid Curaçao authorisations.

These seals provide a mechanism for players and other parties to verify whether an online gambling domain is associated with an authorised operator.

The regulator acknowledged that the availability of its existing digital seal would be affected by the transition.

It intends to introduce an alternative verification mechanism, although no implementation date was provided in the October 7 announcement.

That creates a practical problem for online casinos and betting sites that rely on the current system to demonstrate their licensing status.

It also raises questions about how players will verify licensed gambling websites while the replacement mechanism is being developed.

The CGA said it was continuing its response to the security incident, including work to contain the data leak and protect its regulatory systems.

The authority has not publicly detailed the full extent of the compromised information in its latest announcement.  

Setback for Curaçao gambling reforms

The disruption comes at an important time for Curaçao’s online gambling industry.

The jurisdiction has been implementing a major overhaul of its licensing system through the National Ordinance on Games of Chance, commonly known as the LOK.

The reforms were designed to replace the country’s longstanding master-licence and sublicensing arrangements with a more centralised regulatory framework.

The online portal played an important role in administering that transition, including processing licensing applications and regulatory submissions.

Its permanent withdrawal represents a significant operational setback for the authority.

The regulator has nevertheless emphasised that operators remain subject to their existing licensing obligations and that regulatory supervision will continue.

For gambling companies holding Curaçao authorisations, the immediate concern is how licensing applications, compliance reporting and domain verification will function while the replacement systems are established.
