Alberta prepares to target unlicensed gambling operators
The Alberta Gaming, Liquor and Cannabis Commission (AGLC), which oversees gambling regulation in the province, is preparing to take enforcement action against operators that continue offering unauthorised gambling services.
Provincial authorities have indicated that they intend to use available regulatory and investigative powers to disrupt illegal gambling activity, with the AGLC confirming that it has several investigative options available when considering action against unauthorised gambling websites.
The AiGC, which manages commercial relationships with licensed online gambling operators in Alberta, will also assist the regulator by monitoring the market and identifying potential compliance breaches.
The crackdown represents a significant change for Alberta, where international gambling websites had previously accepted customers without operating under a provincial commercial licensing framework.
Alberta became Canada’s second province to introduce a competitive regulated online gambling market on July 13, following Ontario’s launch in April 2022.
Before the change, the government-owned Play Alberta platform was the province’s only authorised online gambling website, but Alberta’s regulated market has expanded rapidly since its launch, with the number of approved commercial websites more than doubling in three months.
The 51 licensed platforms are controlled by 30 operating companies, reflecting the number of international gambling groups that operate multiple brands.
For example, Caesars Entertainment offers three separate gambling platforms in Alberta, while PENN Entertainment also operates three.
Super Group has five licensed websites, including Betway, while Skill On Net operates four online casino brands.
Apollo Entertainment has seven casino websites authorised in the province.
The 51 commercial platforms compete with Play Alberta, bringing the total number of authorised online gambling websites to 52.
The AiGC expects another 10 to 15 licensed platforms to launch before the end of 2026, potentially increasing the number of commercial gambling websites to approximately 65.
Several operators have already registered with the AGLC but have not yet launched their services, with these including Betano, GGPoker, PointsBet, River Cree iGaming and ToonieBet.
Other international gambling businesses, including Fanatics Betting and Gaming, have expressed interest in entering Alberta’s market.
