Ireland and Denmark gambling regulators sign cooperation agreement
The Gambling Regulatory Authority of Ireland (GRAI) has signed a Memorandum of Understanding with the Danish Gambling Authority, strengthening regulatory cooperation between the two European jurisdictions.
The agreement is designed to improve collaboration on compliance, monitoring and enforcement, while enabling greater information sharing between the regulators as they oversee many of the same gambling operators and market practices.

The partnership comes as European regulators continue to place greater emphasis on cross-border cooperation to tackle the challenges posed by online gambling and increasingly international operator networks.
The MoU follows a meeting between GRAI Chief Executive Anne Marie Caulfield and Danish Gambling Authority Director General Anders Dorph, where the pair discussed common regulatory priorities and shared approaches to emerging industry issues.
“This Memorandum of Understanding with the Danish Gambling Authority is another vital milestone in strengthening cooperation between regulators operating in closely connected markets,” Caulfield said.
“Continued dialogue and collaboration between Ireland and Denmark will support more effective oversight and regulation, and we see this agreement as part of our continued efforts to deepen cooperation with regulatory partners across Europe.”
The regulators said the agreement reflects a mutual commitment to closer cooperation as gambling markets become increasingly digital, with coordinated oversight viewed as an important tool in addressing compliance issues and cross-border regulatory risks across Europe.
The GRAI was established in March 2025 to oversee Ireland’s new gambling licensing regime. The regulator is currently accepting applications for remote and in-person betting licences, with many of the industry’s biggest operators expected to seek approval under the new framework.
While Ireland has long had offshore gambling sites targeting them, the new industry will licence online casinos and sports betting sites, providing a safer environment for customers.
