Netherlands orders Endorphina to stop supplying Illegal casinos
The Netherlands Gambling Authority has issued a binding instruction to casino game supplier Endorphina after finding that its titles remained available through gambling websites operating without Dutch licences.
The Kansspelautoriteit (KSA) published the enforcement decision on November 2, having formally issued it on October 19, with the order concerning Endorphina Limited, based in Malta, and Endorphina Ltd, based in Cyprus.
According to the regulator, the companies failed to implement adequate measures preventing their games from being offered through gambling websites illegally targeting Dutch players.
The KSA determined that the iGaming supplier’s failure to prevent this distribution facilitated unlicensed gambling, contrary to Article 1(1)(b) of the Dutch Gambling Act.
The decision represents another example of Dutch enforcement extending beyond consumer-facing casino operators to businesses supplying the wider online gambling industry.
The Netherlands operates a regulated online gambling market in which operators require licences from the KSA, while game suppliers must ensure their commercial arrangements do not facilitate gambling activities prohibited under Dutch law.
Endorphina can challenge the binding instruction through the applicable administrative objection procedure.
